Parlamentares que defendem projeto de lei que libera jogos de azar no país enxergam a possibilidade de votação no Senado ainda este ano, após as eleições de outubro.
O texto, que foi aprovado pela Câmara dos Deputados em fevereiro, está parado desde então. Contudo, com a aprovação do projeto de lei que estabeleceu o piso nacional para enfermeiros, um novo foco de pressão surgiu.
A conexão entre os projetos se encontra no fato que a proposta que institui o piso dos enfermeiros não apresenta fontes de recursos para cobrir esses valores. Parlamentares da Câmara dos Deputados, então, passaram a articular para que a arrecadação tributária que viria com a liberação dos jogos de azar fosse destinada para bancar esse gasto.
Isso porque o PL para a votação da liberação prevê a criação de uma contribuição incidente sobre a comercialização de jogos e apostas, destinada justamente ao financiamento de programa e ações na saúde pública.
O Presidente do Senado ainda não se comprometeu com a votação neste ano. Há, entretanto, uma articulação de deputados e alguns senadores para que a proposta seja votada em uma “janela de oportunidade” após as eleições de outubro e antes do final da atual legislatura.

The text, which was approved by the House of Representatives in February, has been stalled since then. However, with the settlement of the national minimum wage for nurses, a new focus of pressure emerged.
The connection between the projects lies in the fact that the proposal establishing the nurses’ starting salary does not present sources of resources to cover this cost. Congressman from the Chamber of Deputies, then, began to articulate that the tax that would be collected with the release of gambling would be destined to pay for this expense.
This is because the bill for the release of gambling provides for the creation of a contribution incident on the commercialization of gambling and bets, intended precisely to finance programs and actions for the public health.
The President of the Senate has not yet committed to the vote this year. There is, however, an articulation of deputies and some senators so that the proposal would be voted during a “window of opportunity” after the October elections and before the end of the current legislature.
